Parking To Be Discussed at Neighborhood Meeting

The Venice Neighborhood Council to focus on this and other topics at Tuesday's meeting.

The future of parking near Venice Beach is among the topics slated to be discussed at Tuesday's Venice Neighborhood Councilmeeting.
    As part of Tuesday's meeting, the proposedovernight parking districts settlement in Venice will be addressed.
    The council has also studied issues surrounding the Santa Monica Airport, in particular, for more than three years. There will be a separate, public forum on Saturday, April 27, to discuss the health impact of the airport as well as safety concerns, the possible closing of Santa Monica Airport by 2015, the possibility of eliminating flight schools and banning jets.
    The Venice Neighborhood Council meeting will be held from 6:30 p.m. to 10:30 p.m. Tuesday at Westminster Elementary School Auditorium located at 1010 Abbot Kinney Blvd. in Venice.

    The Venice Neighborhood Council will hold a joint forum on the effects of the Santa Monica Airport (SMO) on Los Angeles residents. The forum will be held Saturday, April 27, 2013, from 1:00-4:00 p.m. at Penmar Park Recreation Center, Gym, 1341 Lake St., Venice.

    Santa Monica Airport Forum: 4-27-13

    The Venice Neighborhood Council and the Mar Vista Community Council will hold a joint forum on the effects of the Santa Monica Airport (SMO) on Los Angeles residents. The forum will be held Saturday, April 27, 2013, from 1:00-4:00 p.m. at Penmar Park Recreation Center, Community Room, 1341 Lake St., Venice.

    Los Angeles, State and Federal political representatives have been invited to speak about their position regarding this airport. The community will participate in a Q&A to voice areas of concern and suggest solutions.

    Decision to Hike SMO Landing Fees Delayed

    Proposal would more than double the fees paid to land at the Santa Monica Airport.
    The city's Airport Commission has postponed its decision on a proposal to  double the fees charged to planes that land at the Santa Monica Airport.
    As part of the proposal, all aircraft based at the airport, including those owned by local flight schools, would also be charged the fees. They are currently exempt.
    If approved, the fees would more than double from $2.07 to $5.48 per 1,000 pounds of aircraft.
    At least one flight school owner believes the hike would be bad for business, according to theSanta Monica Daily Press.
    "It means we have to pass that on to our customers, and most of us are barely hanging on," Joe Justice of Justice Aviation told the local newspaper.
    The commission will take up the proposal again at its April 22 meeting. In the meantime, airport staffers will reach out the flight schools and other businesses and pilots who would be impacted.
    The new revenue would help reduce the airport's reliance on city funding.
    The airport is one of five city properties that generate their own revenue but still require subsidies from the city's general fund—a catchall account for services such as public safety, parks, and social services. A recent budget forecast found a growing deficit in the general fund would reach $15 million in the 2017-18 fiscal year.
    The airport, along with the cemetery, pier, Civic Auditorium and housing funds, will need $6.6 million in general fund subsidies over the five-year budget forecast "in order to meet their operating and capital needs," according to city staffers.
    The airport accounts for a small portion, $0.1 million. That figure does not include potential increases to the landing fees.
    The commission's decision would be a recommendation to the City Council, which would give final approval.
    In recommending the increase, airport staffers studied landing fees assessed at other public airports across the country. They found 58 with programs similar to what Santa Monica is proposing, including that they are located in "highly urbanized areas," have "active landing fee programs for general aviation aircraft" and charge the fees to aircraft based at the airport.

    Video Summary of Santa Monica Airport Issue

    At a recent talk entitled "The Santa Monica Airport Issue" given to a group largely unfamiliar with the details of the SMO situation, I was asked to make my slides available so that they could be checked for accuracy.  This post and the video below are the result.  You will find links that lead to the backup material necessary to confirm the truth of all statements at the bottom of each slide.  Believe it or not this really is the situation that exists at SMO.

    The City Council is holding a single issue meeting on April 30, 2013 starting at 6:30 PM at City Hall on the subject of the airport and its future.  We feel that it is important that all those concerned about SMO's future are fully informed about the airport's history and problems, and this video is intended to accomplish that.  The video runs for about 25 minutes.

    We hope to see you all at the April 30 meeting.  This may be your last and best chance to make sure your feelings are known.



    Update: 3/20/2013 - People are claiming the airport generates large numbers of 'indirect' jobs which would be lost if it were to close.   Quite the contrary, non-aviation jobs would more than expand to make up the difference with all the building/hangar space that would become available, and which is currently severely underused job-wise for aviation purposes.  Take any standard office worker density figure, and then multiply by the amount of space occupied by aviation businesses and subtract 178 (the actual number of aviation jobs at SMO) and you will find that closing the airport may be the best job creation strategy available to the city right now.  Here is how the calculation goes:

    There are 1,672,820 square feet of aviation rental space (68,000 non-aviation) at SMO
    Atlantic Aviation rents 186,000 of its 406,080 rental space to non-aviation tenants - i.e. 49%
    If all aviation businesses had 49% non-aviation sub-tenants, it leaves 820,000 sq.ft. for aviation
    Per HR&A study, there are 178 aviation jobs at SMO = 1 job every 4,600 sq. ft. of rental space
    Nationally, non-aviation businesses require an average 250 sq.ft per worker
    So if the aviation space were turned over to non-aviation use it could generate 3,280 direct jobs
    Take away the 178 aviation jobs that are there right now, leaves a net gain of 3,100 jobs

    In fact, few other aviation businesses at SMO have such a high percentage of non-aviation sub-tenants as Atlantic Aviation, so the actual potential job gain could be much higher.

    So if the tower and aviation in general were closed and the existing aviation rents turned over to non-aviation use, it would in fact generate over 3,000 DIRECT jobs.  These are DIRECT jobs, not the fictional 'imputed' indirect jobs that the HR&A study estimated by taking passenger data from commercial airports like LAX (since such data is not available for GA airports like SMO), and applying the assumption that the same proportion of passengers arriving at a GA airport would be tourists as would be the case for LAX.  When questioned, the presenter of the HR&A report admitted this flaw during his public presentation.  Of course this assumption is ridiculous, and I'd be amazed if more than a handful of people arrive at SMO as tourists each year.   Those indirect jobs are a fiction based on a deeply flawed computer model being fed erroneous assumptions.  The truth is that closure of the airport or elimination of aviation businesses would be a major job generator.
